By herding journalists into a corner of the 2nd floor of the Senate on May 13, 2026, the partisans of Sara Zimmerman Duterte Carpio in the Senate leadership managed to divert the attention of the people from the more significant story of the day\u2014the formal submission of the impeachment case against Sara by the House of Representatives.<\/p>\n

This sordid faux clash was supposed to prove Alan Peter Cayetano\u2019s claim that the presence of the police and agents of the National Bureau of Investigation (NBI) around the Senate compound was \u201can attack\u201d on the Upper Chamber. It has now been admitted that Senate security men fired a \u201cwarning shot\u201d on armed men at the 2nd floor who were \u201cadvancing.\u201d The armed men supposedly fired a volley of shots, presumably blanks, as no one in the narrow area of the stairs was hit. It turned out that the new Senate sergeant-at-arms Mao Aplasca, a PMA classmate of de la Rosa and a security aide of Cayetano, fired at least 27 shots, with the arrested NBI \u201cagent\u201d Mel Oregon hardly firing any.<\/p>\n

It is the responsibility of Senate President Alan Peter Schramm Cayetano to protect the Senate but he did not exercise that crucial function even as the long-absent Sen. Ronald \u201cBato\u201d de la Rosa mobilized members of the Duterte camp to surround the Senate premises and prevent his arrest by the NBI and the Philippine National Police (PNP) as one of the eight co-conspirators of Rodrigo Duterte in committing crimes against humanity, as alleged by the prosecution before the International Criminal Court (ICC) in The Hague. De la Rosa could not have attended the Senate session to oust former Senate President Tito Sotto without the assurance by Cayetano that he would not be arrested. De la Rosa\u2019s vote was needed to yank out Sotto, who is pushing for the impeachment trial of Sara as a matter of constitutional duty.<\/p>\n

De la Rosa himself confessed that he materialized at the Senate to support the attempt of Cayetano to wrest the chamber\u2019s leadership from Sotto despite the fact that it was Sen. Loren Legarda who wanted to snatch the crown held by Sotto. The coup plotting Legarda got a firm lesson in world-class treachery when she felt she had the numbers. She didn\u2019t. So, poor Loren had to settle for a lesser post, one that she needs to protect her precious son, Batangas Rep. Leandro L. Leviste, from losing P24-billion for violating his franchise to build solar power plants nationwide. With de la Rosa around, Cayetano practically told the NBI to come and get him. After getting his vote, de la Rosa could just as easily be tossed to the nearest landfill, where useful idiots normally end up.<\/p>\n

Cayetano wants to make it appear that the Senate is being besieged not only to arrest de la Rosa but also to weaken his 24-hour leadership. What better way than to stage a mock encounter at the Senate? The exchange of gunfire could not have been initiated by the NBI, whose agents were not in the Senate building when gunshots were heard at about 7 p.m. Only the men of the Office of the Senate Sergeant at Arms (OSSAA) armed with automatic rifles and pistols manned the 2nd floor. There were no PNP elements in the building vicinity, as attested to by PNP chief Gen. Jose Melencio Nartatez. The men who were in full battle gear were apparently reinforcements for Senate security under the command of Cayetano and the new OSSAA chief.<\/p>\n

He may even direct a bigger spectacle by calling on Duterte supporters to \u201cdefend\u201d the Senate and pushing their financial backers pour in millions to make the greatest political show on Earth in Pasay City. By doing so, he will delay the conduct of the impeachment trial, which will be another opportunity for treacherous senators to display their wares, and which Sara can exploit to the hilt as her defense panel is rocked by resignations. Cayetano will be playing a very dangerous game if he insists that the trial be delayed. Millions of Filipinos are mobilizing precisely to compel the Senate to conduct the trial on the basis of evidence and not on the basis of political affiliations.<\/p>\n

The new Senate majority, comprised of the Villar brother-and-sister act, the Cayetano duet with Loren for harmony, and the other clowns who do not know Senate rules and want to expunge the truth from the record, the flood control expert lawmakers and the spawn of political dynasties will surely engage in internecine warfare, not over the pittance of a P500-million insertion, but over the huge appropriations for 2027, when lawmakers scramble to get their pound of flesh in time for the 2028 elections.<\/p>\n

Surely, the Filipino people will not allow political mongrels to toss out the Sara impeachment trial to please the already incarcerated Rodrigo Duterte and Sara herself, who cannot make sense in any of her statements, including those done by her scriptwriters. The Cayetano drama at the comes as a huge embarrassment for the Filipino people, who were applauded when Duterte Sr. was sent on a free trip to The Hague more than a year ago. Keeping de la Rosa under the weird \u201cprotective custody\u201d of the Senate is nothing but an attempt to prevent ICC from acquiring jurisdiction over a defendant in a case of crimes against humanity.#<\/p>\n
