Binatikos ni ACT Teachers Rep. Antonio Tinio si Defense Secretary Gilberto \u2018Gibo\u201d Teodoro Jr. sa pagpilit na lahat ng 19 na napatay sa military operation sa Toboso, Negros Occidental noong Abril 19 ay pawang mga miyembro ng New People\u2019s Army (NPA).<\/p>\n
Ayon kay Tinio, ang sinabi ni Teodoro ay taliwas sa resulta ng\u00a0 National Fact Finding Mission (NFFM) sa Toboso, gayundin sa mga pahayag ng forensic experts, human rights advocates at mga pamilya ng mga biktima na anim sa mga nasawi ay mga sibilyan.<\/p>\n
Ang pahayag ni Teodoro , pati ang postura niya na nakipagdiwang sa mga tropang militar sa Negros, ay nagpapahiwatig ng pampulitikang pagtatakip para sa isang pattern ng mga pang-aabuso at isang mapanganib na kaisipan na itinuturing ang pagpatay bilang default na \u2018solusyon\u2019 sa tunggalian sa politika.<\/p>\n
Giit ni Tinio, ayaw ni Teodoro na harapin ang katotohanan at pagiging bukas sa pagbibigay katwiran sa anomang patayan kapag militar ang nagsabi.<\/p>\n
Hindi aniya ito pananagutan kundi kawalang\u2011pakundangan na binalutan bilang pambansang seguridad.<\/p>\n
\u201cSecretary Teodoro\u2019s insistence that all those killed were NPA\u2014despite credible, contrary accounts from families, human rights groups, and forensic findings\u2014shows a refusal to confront the truth and a willingness to justify any killing as long as the military says so.That is not accountability. \u201cInstead of addressing the roots of the conflict\u2014landlessness, poverty, exploitation, lack of services\u2014this kind of rabid militarism treats death as policy and dissent as a target,\u201d dagdag niya.<\/p>\n

\u201cWhen the Defense Secretary publicly mocks or dismisses claims of civilian victims, it emboldens troops to continue operating as if civilian lives do not matter\u2014and as if the only acceptable narrative is the military\u2019s narrative,\u201d sabi ni Tinio.<\/p>\n
Inihalintulad ni Tinio sa kultura ng pagkauhaw sa dugo at pagmanupaktura ng mga dahilan, gaya ng Oplan Tokhang ng administrasyong Duterte, ang pagiging \u201cutak-pulbura\u201d ni Teodoro na todo ang pagtatanggol sa pagpatay ng militar sa 19 katao na tinagurian ng kalihim bilang lahat ay rebeldeng NPA.<\/p>\n
Hinahadlangan aniya ni Teodoro ang anomang daan tungo sa pananagutan at kapayapaan<\/p>\n
\u201cWe have heard this logic before: “If someone fights back, they’ll die. If nobody fights back, we’ll make them fight back. Produce blood. Instill fear.”\u00a0 That logic has no place in a democratic society, and it must not be repeated in Negros or anywhere else,\u201d \u00a0ani Tinio.<\/p>\n
