Raymund Dante Lachica at Ramil Madriaga sa impeachment trial laban kay Vice President Sara Duterte, ayon kay prosecution panel spokesperson Ace Barbers.<\/p>\n<p>Sinabi ni Barbers, press briefing ngayong Biyernes, inamin na ng dalawang hostile witness na sina dating OVP Asst. Secretary Lemuel Ortonio at dating OVP Special Disbursing Officer Gina Acosta na ibinigay ang confidential funds ng kanilang tanggapan kay Lachica, alinsunod sa utos ni VP Sara, kahit hindi siya awtorisadong tumanggap nito dahil hindi siya bonded officer.<\/p>\n<p>Lumutang na rin aniya sa impeachment trial na irregular ang naging liquidation sa P500-M OVP confidential funds, puro acknowledgement receipts lang at walang resibo na kalakip bilang patunay sa paggasta nito kaya naglabas ng notice of disallowance ang COA dahil hindi kapani-paniwala ang mga dokumento.<\/p>\n<p>Giit ni Barbers, naniniwala ang prosecution na mabigat ang mga ebidensya para patunayan na hindi nagamit ng tama ang OVP confidential funds.<\/p>\n<p>Sakaling iprisinta aniya ng defense panel si Lachica bilang testigo, nakahanda ang prosecution para isailalim siya sa cross-examination.<\/p>\n<p>Sa posibilidad na akuin ni Lachica ang \u201ckasalanan\u201d ni VP Sara kapag sumalang sa witness stand, nilinaw ni Barbers na hindi naman impeachable officer ang militar.<\/p>\n<p>\u201cAkuin man niya, walang bigat dahil ang iniimpeach ay si VP Sara,\u201d paliwanag ni Barbers.<\/p>\n<p>Nilinaw ni Barbers na hindi dapat naka-focus kina Lachica at Madriaga ang atensyon dahil si VP Sara ang nililitis bilang impeachable officer at naipakita naman na sa impeachment trial na may imprimatur ang bise presidente sa umano\u2019y maling paggamit ng kanyang confidential funds.<\/p>\n<p>Hindi rin aniya humarap \u00a0sa naging pagdinig ng House Committte on Good Government \u00a0at Public Accountability noong 2024 si Lachica, gaya nina Colonel Manaros Boransing II (retired) at Colonel Magtangol Panopio.<\/p>\n<p>Sa naturang pagdinig ay inihayag nina Boransing at Panopio na hindi nila alam na gagamitin ang certification na hiningi sa kanila ng \u00a0Department of Education, sa liquidation report ng kagawaran sa P15-M confidential funds nito na umano\u2019y ibinayad sa mga impormante noong 2023.<\/p>\n<p>Si VP Sara ang education secretary ng panahong iyon.<\/p>\n<p>Sa pagdinig sa Kamara ay natuklasan na nakasaad sa certifications na ang P15-M ay ginasta ng DepEd para sa isang Youth Leadership Seminar, ngunit ayon \u00a0Boransing, ang aktibidad ay hindi pinondohan ng confidential fund ng DepEd.<\/p>\n<p>\u201cFor our participants [of the YLS]&#8230;they used the local government unit funds.
