“Ninakawan” ang mga guro, nars, at rank-and-file na kawani ng gobyerno sa bersyon ng Senado ng 2026 national budget, ayon kay ACT Teachers Rep. Antonio Tinio nitong Martes.
Binatikos niya ang mga senador sa pagbawas ng bilyon-bilyong benepisyo ng mga empleyado upang pondohan ang pork barrel ng mga lokal na politiko.
Ibinunyag ni Tinio na binawasan ng Senado ang Miscellaneous Personnel Benefits Fund (MPBF) ng ₱55 bilyon, ibinaba ito sa ₱56.5 bilyon mula sa ₱111.5 bilyon na panukala ng Malacañang.
Aniya, tinamaan ng pagtapyas ang Performance-Based Bonus (PBB), mga pagbabago sa staffing, at pondo para sa pagpuno ng mga bakanteng posisyon.
Kasabay nito, halos dinoble ng mga senador ang Local Government Support Fund (LGSF) mula ₱20.2 bilyon tungo sa ₱38.1 bilyon, kabilang ang ₱7.6 bilyon dagdag sa Financial Assistance to LGUs (FALGU) na umabot na sa ₱16.7 bilyon.
“The Senate slashed funding for the benefits of teachers, health workers, and government employees, only to funnel those cuts into a massive slush fund for local patronage,” pahayag ni Tinio. “This is classic bureaucrat capitalism—robbing the workers to feed the political machinery of local dynasties.”
Sinabi ni Tinio na nanatili ang mga “hard pork” projects gaya ng mga lokal na kalsada, tulay, at multi-purpose halls, habang nagbukas ng butas para sa “Flagship Infrastructure Projects” na nagbibigay daan sa walang limitasyong konstruksyon. Pinalawak din ang “soft pork” para sa medikal, libing, pagkain, transportasyon, at edukasyon, habang ang mga ambulansya ay tinawag na lamang na “mobile medical vehicles.”
“It is ironic that while some Senators righteously denounce the patronage-based medical assistance fund bloated by the House, their own version of the budget enables LGU officials to do the same with medical assistance, ayuda, and the like,” ani Tinio. “Dapat tanggalin lahat ng pork sa budget — whether dispensed by congressmen, senators, or local government officials.”
Binalaan ni Tinio na ang mga bawas ay magpapako sa regularisasyon ng libu-libong kontraktuwal na manggagawa, kabilang ang ₱15.8 bilyon na tinanggal mula sa staffing modifications at ₱2 bilyon mula sa pondo para sa pagpuno ng mga bakanteng posisyon.
“In our State Universities and Colleges (SUCs) alone, the majority of faculty are trapped in Job Order (JO) and Contract of Service (COS) schemes with no employer-employee relationship. This budget denies them the dignity of security of tenure,” paliwanag niya.
Dagdag pa niya, ang ₱13.5 bilyon na bawas sa PBB pool ay lalo pang magpapabigat sa mga kawani ng gobyerno na hirap na sa mababang sahod at mataas na inflation.
“We demand the immediate restoration of the MPBF. We call on the Bicameral Conference Committee to junk the Senate’s LGU pork and restore these funds to where they belong and as originally proposed in the NEP: the salaries and benefits of our workers,” ani Tinio.
“We must fund the regularization of contractuals, fill vacant plantilla positions in our schools and hospitals, and finally grant the long-overdue increase in the Personnel Economic Relief Allowance (PERA).” (ROSE NOVENARIO)
