Umabot na sa P448-M ang ipinababalik sa kaban ng bayan kina Vice President Sara Duterte, Army Col. Raymund Dante Lachica at dalawang pangunahing opisyal ng Office of the Vice President matapos maglabas ang Commission on Audit (COA) ng panibagong Notice of Disallowance (ND) na sumasaklaw sa ā±375 milyon na confidential funds
Sa ND na may petsang Marso 31, 2026, iniutos ng COA na personal na isauli nina Duterte, Lachica, Special Disbursing Officer Gina Acosta at Chief Accountant Julieta Villadelrey ang ā±375 milyon, na kumakatawan sa tatlong magkakahiwalay na cash advances na tig-ā±125 milyon para sa confidential expenses mula Pebrero hanggang Setyembre 2023.
Ito ay dagdag pa sa naunang ā±73-milyong disallowance kaugnay ng confidential funds noong 2022, na nagdadala sa kabuuang posibleng obligasyon sa ā±448 milyon kung tuluyang mapagtibay sa buong proseso ng COA.
Matatandaan na sa pagdinig ng House committee on good government and public accountability noong Nobyembre 2024 ay isiniwalat ni Acosta na sa utos ni VP Sara ay ibinigay niya ang confidential funds kay Lachica, bilang hepe noon ng Vice Presidential Protection and Security Group (VPSPG) ng tatlong beses, Ā P125 milyon noong Enero 2023, P125 milyon noong Abril 2023, at P125 milyon noong Hulyo 2023.
āThe directive given by the Hon. Vice President Sara Duterte to Ms. Gina Acosta to release/give the cash advances for confidential expenses to Colonel Raymund Dante Lachica, the Head of the Vice-President Security and Protection Group (VPSPG), is contrary to Item 6.1.1 of COA-DBM-DILG-GCG-DND Joint Circular No. 2015-011 (Joint Circular) dated January 8, 2015 which provides that: cash advances shall be used for a specific legal purpose related to confidential and/or intelligence funds and under no circumstance shall they be used for liquidation of the previous cash advance or be transferred from one accountable to another,ā anang COA.# (RRN)
