IIMBITAHAN sa isasagawang imbestigasyon ng Mababang Kapulungan sa P389-M Dolomite Beach project ang mga dating opisyal ng Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), misis ng isang aktor at kasosyo niyang mga negosyante na nakasungkit ng kontrata.
Ayon kay Bicol Saro Partylist Rep. Terry Ridon, may-akda ng House Resolution 56 na humihiling na siyasatin ng mga kaukulang komite, kasama ang House Committee on Public Accounts, ipatatawag sa pagdinig ang lahat ng kasali sa “origination, planning and implementation” ng proyekto na isinagawa sa kasagsagan ng COVID-19 pandemic noong administrasyong Duterte.
Kritikal aniyang malaman ang pinagmulan ng naturang proyekto at sino ang nagsabi na ilagay sa DENR budget ang pondong ginamit dito kahit wala sa NEDA-approved Manila Bay Rehabilitation Master Plan.
Ang Dolomite Beach ang itinuro ng Metro Manila Development Authority (MMDA) na sanhi ng matinding pagbaha sa Maynila.
“To be clear, the dolomite project was never part of the Neda-approved Manila Bay Rehabilitation Master Plan. This was publicly admitted by the Department of Environment and Natural Resources (DENR) during congressional budget deliberations in 2020,” ani Ridon.
“As such, it was never envisioned to protect Manila Bay’s coastal resources nor to prevent coastal flooding, erosion, or pollution. It is a cosmetic project masquerading as rehabilitation, and has now proven harmful to flood mitigation efforts in Manila. It is nothing but a criminal wastage of public funds — P389 million that could have been far better spent on sewage treatment plants and other engineering interventions grounded in science and sustainability,” dagdag niya.
Kabilang sa mga aanyayahan sa pagdinig ay mga dating opisyal ng DPWH, kasama si dating Secretary Mark Villar at mga dating opisyal ng DENR kasama sina dating Secretary Roy Cimatu at ex-Undersecretary Benny Antiporda.
Single bidder pinaboran nf DPWH
Nabatid sa dokumento na ang asawa ng actor-painter na si Ian Veneracion na si Pamela Rose G. Veneracion ang nakasungkit sa kontrobersyal na P389-M Dolomite Beach project.
Ang kontrata ay may Contract ID Number 19200039, base sa Notice of Award (NOA) na may petsang 17 Disyembre 2019 na ipinadala ng DPWH kay Pamela na na nagsasaad na nakopo niya bilang single bidder ang P389,797,364.13 halaga ng Proposed Manila Bay Rehabilitation Program (Beach Nourishment, Coastal Restoration and Enhancement of Manila Baywalk Area.
Nakasaad sa NOA na si Pamela ay authorized managing officer ng MAC Builders / Dragonhart Construction Enterprise,Inc (JV) na may address na 17 Lear St., Filinvest, Cainta Rizal.
Ang kontrata ay inirekomenda ng Bids and Awards Committee (BAC) Resolution No. 2019-29 na nilagdaan nina Ador Canlas, NCR- Regional Director at Ernesto Gregorio Jr., Director sa Bureau of Maintenance, at inaprobahan ni Undersecretary for UPMO Operations and Technical Services Emil K. Sadain bilang “delegated” ni DPWH Secretary Mark Villar.
“Results showed that MAC Builders / Dragonhart Construction Enterprise Inc. (JV) satisfied the legal, technical, financial requirements of the project, hence,the BAC agreed to recommend that the contract for Contract ID No. 19200039, Proposed Manila Bay Rehabilitation Program (Beach Nourishment, Coastal Restoration and Enhancement of Manila Baywalk Area)” ayon sa BAC Board Resolution.
Batay sa mycompanypage.online, ang tanggapan ng Dragonhart Construction Enterprise Inc, ay matatagpuan sa 103 12th Avenue Cubao, Quezon City, Philippines.
Isa itong general engineering contractor at ang contact person ay si Pamela Rose Gallardo Veneracion.
Habang base sa macbuilders.com.ph, ang mga opisyal ng MAC Builders ay sina Manuel A. Chua, Theresa T. Chua, Francis Lloyd T. Chua, Alberto A. Chua, Elmer D. Bote, Michael John T. Chua, at Dominic Van T. Chua.
Bilang InfraWatch Convenor noong Setyembre 2020 ay kinuwestiyon na ni Ridon ang mga kadu-dudang detalye ng proyekto.
“In fact, the project details are far worse:
- There was only one bidder.
- There was a mere 2.04% variance from the approved P398-M budget.
- The winning bidder did not offer any discount from the bid price, despite being the sole bidder.
- DPWH did not negotiate for a lower project price.”
“Having single bids make contract prices uncompetitive, as there is no other party offering lower price proposals to government,” paliwanag ni Ridon.
Maaaring maharap sa mga kasong kriminal at administratibo ang mga sangkot sa proyekto kapag napatunayan na ito’y “unnecessary, overpriced, or environmentally harmful.” (ROSE NOVENARIO)
