“Forwarded herewith is the original copy of your appointment paper as Executive Assistant III (SG-20) at the Office of the Presidential Spokesperson effective January 4, 2021 up to December 31, 2021, duly approved by the Civil Service Commission,” ayon sa liham mula sa Office of the President na inilathala ng AKB Express.
Bukod sa appointment paper, nakuha rin ng AKB Express News ang affidavit of support na ginagarantiyahan ni Roque ang biyahe ni De La Serna patungong Poland, Ukraine at Italy noong October 9, 2023 hanggang October 18, 2023.
“I am providing this affidavit to confirm that I will provide financial support to Alberto De La Serna for his travel to Poland, Ukraine and Italy from October 9, 2023 to October 18, 2023. He will accompany me to these countries as an invited resource person to speak on an event on the Peace Process in Ukraine which will be Kiev, Ukraine to held from 13-16 October, 2023. A copy of the official invitation letter is attached hereto as Annex “:A;”. I need a travel companion since I am diabetic, with coronary stent and suffering from acute spinal stenosis,” ayon sa liham ni Roque.
“I am financially capable and willing to cover all expenses related to De La Serna’s travel including, but not limited to transportation, accommodation, meals, medical expenses, and any other necessary costs.”
Tiniyak pa ni Roque na hindi magiging pasaway si De la Serna.
“I acknowledge my responsibility to ensure that De La Serna will not become a financial burden on any the resources or social services of any of the countries that we are visiting during our stay,” sabi ni Roque.
“In case of any unforeseen circumstances or emergencies during this time in Europe, I am committed to providing the necessary financial assistance to ensure his well-being.”
Nabatid na kasama rin umano ni Roque sa New York sa Amerika si Dela Serna nang siya’y nangangampanya para makasungkit ng puwesto sa International Law Commission noong Oktubre 2021,
Matatandaan na nag- lightning rally ang mga miyembro ng Bagong Alyansang Makabayan (Bayan)- USA sa restaurant kung saan ginanap ni Roque ang kanyang “lavish dinner celebration” bilang pagdiriwang sa kanyang pagiging nominado sa ILC.
“To add insult to injury, community members are also outraged that he has the audacity to host a lavish dinner celebrating himself while the Filipino people are suffering. The majority of the Filipino people continue to languish in poverty and joblessness, bearing the brunt of the socio-economic crisis created by his master: Duterte,” ayon sa kalatas ng Bayan-USA.
Maging ang mismong alma mater ni Roque na University of the Philippines (UP) ay isinuka siya at kinontra ang kanyang nominasyon sa ILC
Anang UP Diliman Execom, napakasama ng track record ni Roque sa pagsusulong, pagtatanggol at pagganap sa human rights at rule of law partikular sa ilalim ng administrasyong Duterte ma nagsisilbi siyang miyembro ng gabinete.
Kinontra rin ng Free Legal Assistance Group (FLAG) ang nominasyon ni Roque sa ILC dahil isa siyang “political partisan who has actively demonstrated contempt for the rule of law and has undermined the supremacy of human rights and international law.”
Ayon sa FLAG, si Roque bilang tagapagsalita ni Pangulong Rodrigo Duterte na inireklamo ng crimes against humanity sa International Criminal Court (ICC) ay malinaw na batayan na hindi siya angkop maging miyembro ng ILC at magiging isang malaking kahihiyan sa komisyon.
Nang panahong iyon ay nag-viral ang video ni Roque na sinisigawan at nilalait ang grupo ng mga doctor sa pulong ng Inter-Agency Task Force nang hilingin nil ana huwag munang isailalim sa general community quarantine (GCQ) ang Metro Manila dahil tumataas pa ang kaso ng CoVid-19 sa rehiyon.
