TILA manunumbalik ang alaala ng batas militar ng administrasyong Marcos Sr. na obligadong awitin ang “Pilipinas Kong Mahal” at bigkasin ang “Panatang Makabayan” sa flag ceremony sa lahat ng paaaralan at ahensya ng pamahalaan sa panahon ng umano’y “Bagong Lipunan,” sa direktiba ngayon ng Malacañang sa lahat ng “national government agencies and instrumentalities, including government-owned or -controlled corporations (GOCCs) and educational institutions” na isama ang pagkanta ng to Bagong Pilipinas Hymn at pagbigkas ng Pledge sa kanilang weekly flag ceremonies.
Sa kalatas ng Presidential Communications Office (PCO), sinabi na layunin ng kautusan na itimo ang mga prinsipyo ng Bagong Pilipinas sa lahat ng mga kawani ng pamahalaan.
“For this purpose, the heads of all national government agencies and instrumentalities shall ensure that the Bagong Pilipinas Hymn and Pledge, which are annexed to this Circular, are properly disseminated within their respective institutions and offices,” sab isa memorandum na nilagdaan ni Executive Secretary Lucas Bersamin noong Hunyo 4.
“The Presidential Communications Office is hereby directed to implement effective measures to communicate and disseminate the Bagong Pilipinas Hymn and Pledge to all government offices and the public,” dagdag nito.
Matatandaan na inilunsad ang Bagong Pilipinas bilang “brand of governance and leadership,” na nag-aatas sa lahat ng “national government agencies and instrumentalities, including Government- Owned or -Controlled Corporations (GOCCs) and state universities and colleges (SUCs)” na gabayan ng mga prinsipyo ng Bagong Pilipinas.
“Bagong Pilipinas is characterized by a principled, accountable and dependable government, reinforced by unified institutions of society,” anang PCO.
“It envisions to empower Filipinos to support and participate in all government efforts in an all-inclusive plan towards deep and fundamental social and economic transformation in all sectors of society and government.”
Nakasaad sa Section 18 ng Republic Act (RA) No. 8491 o ang “Flag and Heraldic Code of the Philippines” na inuutusan ang lahat ng ahensya ng pamahalaan, kasama ang mga lokal na pamahalaan na magsagawa ng flag raising ceremony tuwing Lunes ng umaga at flag lowering ceremony tuwing Biyernes ng hapon.
