WALANG pondo sa suweldo ng mga empleyado pero mayroon para sa confidential funds at sa mga biyahe ng opisyal ng gobyerno.
Ito ang hinagpis ng mga kawani ng Philippine Information Agency (PIA) matapos mabasa ang memorandum ni PIA Director-General Jose Torres Jr. kahapon na nag-abiso na wala silang matatanggap na suweldo sa darating na 30 Nobyembre, na siya ring kaarawan ng itinuturing na bayani ng anak-pawis na si Gat Andres Bonifacio.
Ang PIA ay isa sa mga attached agency ng Presidential Communications Office (PCO) na pinamumunuan ni Secretary Cheloy Garafil.
Ikinatuwiran ni Torres na wala pang natatanggap ang kanilang ahensya na Special Allotment Release Order (SARO) at Notice of Cash Allocation (NCA) mula sa Department of Budget and Management (DBM) para hiniling nilang sahod ng mga opisyl at empleyado ng PIA.
“The Office of the Director-General is advising all personnel of the PIA Central Office and its regional Offices that salaries and fund transfer of Personnel Services (PS) for 16-30 November 2023 will not be released today, 24 November 2023, due to the non-receipt of the Special Allotment Release Order (SARO and the Notice of Cash Allocation (NCA) of the requested fund cover PS Deficit of the Agency for the year,” sabi ni Torres.
Paliwanag niya, naisumite na ang kahilingan sa DBM noon pang 07 Nobyembre at ilang follow-up na ang ginawa ng kanyang tanggapan sa kagawaran.
“The request was forwarded to the Department of Budget and Management (DBM) last 07 November 2023 and several follow-ups have been made. However, the Agency has no control over the department’s internal processes and procedures.”
Humihingi aniya ng paumanhin ang ahensya sa “inconveniences” na idudulot nang naantala nilang suweldo at ginagawa niya ang lahat upang matanggap nila sa tamang oras ang sahod.
“Together with the Finance and Management Division, we are closely coordinating with DBM for the immediate release of SARO and NCA,” ayon kay Torres.
Sa naging deliberasyon ng Kongreso sa pambansang budget, nabisto na pinayagan ng DBM ang panukalang P1.73-B budget para sa foreign trips ng Department of Environment and Natural Resources (DENR).
Habang sa taong 2023 ay naglaan ng P1.1 bilyon para sa mga foreign trip ng DENR at mismong si Secretary Maria Antonia Yulo- Loyzaga ay lumabas ng bansa ng 14 na beses mula maluklok bilang environment secretary.
Hanggang ngayon ay kontrobersyal pa rin ang ibinigay ng DBM mula sa Office of the President na P125M confidential funds kay Vice President Sara Duterte na ginasta ng kanyang tanggapan sa loob lamang ng 11 araw noong 2022. (ROSE NOVENARIO)
