KINUWESTIYON ng mga kongresista ang isiniwalat ni Senator Ronald “Bato” dela Rosa na namudmod ng allowance sa mga pulis si Sen. Bong Go sa kasagsagan ng implementasyon ng Duterte drug war.
“Did this come from the confidential and intelligence funds of [Davao City] Mayor Rodrigo Duterte and even when he became president?” tanong ni ACT Teachers Partylist Rep. France Castro.
Inusisa rin ng teacher-solon ang ‘ethical basis’ ng pagbibigay sa mga pulis ng dagdag na pondo maliban sa kanilang suweldo.
Dapat aniyang busisiin din ng House quad committee ang naturang isyu at maging ng Commission on Audit (COA).
“Aside from the source of the funds, is it proper to give police personnel extra funds beyond their pay? I think that the quad committee should also look into this and the Commission on Audit should investigate it,” aniya.
Tinukoy ni Castro ang malaking alokasyon ng intelligence at confidential funds sa Davao City noong alkalde pa si dating Pangulong Rodrigo Duterte’at nagpatuloy sa termino ng kanyang mga anak na sina Vice President Sara Duterte at Mayor Sebastian Duterte na naging mayor din ng siyudad
“Davao intelligence funds in 2011 were P109,500,000, in 2012 P113,000,000, in 2013 P115,000,000, in 2014 P120,000,000, and in 2015 P144,000,000,” ani Castro.
Lumobo rin aniya ang confidential at intelligence funds ng Office of the President mula 2016 hanggang 2022, na ayon kay ret. Col Royina Garma ay isa sa pinagmulan ng reward sa mga pulis na makakapatay ng suspect sa drug war.
“Wala din itong batayang ligal dahil wala sa budget ng PNP ang bounty o reward sa mga pulis sa kada EJK. Kasi either under PS o MOOE lang yan pero wala iyan sa GAA ,” giit ni Castro.
Sinabi ni House quad comm chairperson at Surigao del Sur Rep. Robert Ace Barbers, kung talagan allowance ito, kailangan mabatid kung bakit ito ibinigay at kung nasunod ang mga regulasyon sa wastong paggamit ng pondo ng bayan
“If they were indeed allowances, we need to know why they were given and if it followed regulations on the proper use of public funds,” ayon kay Barbers.
Maging si Sta. Rosa Rep. Dan Fernandez ay nanawagan din kay Dela Rosa na dumalo sa House quad comm hearing upang ipaliwanag ang allowance, ang pinagmulan nito at bakit ipinadaan sa tanggapan ni Go. (ROSE NOVENARIO)
