TULOY ang pamumudmod ng mga ayuda ng Department of Social Welfare and Development (DSWD) matapos i-exempt ng Commission on Elections (Comelec) sa election ban.

Naglatag ng mga kondisyon si Comelec chairman George Garcia matapos irekomenda ng Comelec law department ang pag-apruba sa pakiusap na isinumite ni DSWD Secretary Rex Gatchalian para ma-exempt sa election ban ang 28 DSWD projects.

Batay sa Comelec Resolution 11060 ipinagbabawal ang “disbursement or expenditure of public funds for social services from March 28 to May 11, or 45 days before the elections.”

Habang ang AICS, binigyan diin ng Comelec na dapat ay walang maganap na pamamahagi ng pondo mula May 2 hanggang 12, “except those which are normally given to qualified individuals such as, but not limited to basic needs in the form of food, transportation, medical, educational, burial, and other similar assistance.”

Muling mag-iisyu ang DSWD ng guarantee letters, ngunit pansamantalang sinususpinde ang “outright cash aid.”

“No candidates/politicians during the distribution of ayuda in whatever nature/form,” tugon ni Garcia sa rekomendasyon ng Comelec law department.

Kailangan aniya bigyan ng DSWD ng kopya ang Comelec ng guidelines upang makita kung tumatalima ang mga kagawaran sa alintuntunin.

Dapat din magsumite ang DSWD ng isang ‘periodic written report of the disbursements made.’

Ayon sa Comelec, kahit may certificate of exemption, hindi ito puwedeng idahilan para maiwasan ang imbestigasyon kapag may mga paglabag.
