IDINIPENSA ni Philippine Charity Sweepstakes Office (PCSO) General Manager Mel Robles ang joint venture contract nito sa Intercontinental Broadcasting Corporation, isang government-owned and controlled corporation, at Digital 8 Inc, isang private media company na iniuugnay kay Communications Secretary Jay Ruiz.
Bukod sa bidding, may mga patakaran pang dapat sinunod ang JVA ng IBC at Digital 8, ngunit hindi ito kasama sa naipaliwanag ni Robles sa media.
Nakasaad sa Joint Venture Guidelines na itinakda ng Commission on Audit (COA) hinggil sa pagpasok sa joint venture agreement:
āApproval for Registration of JV Company. All JV proposals which involve the pursuit of the project through a JV Company shall be submitted to the GCG for review and recommendation to the President of the Philippines for approval before registering the same with the SEC pursuant to Section 27 of RA No. 10149.ā
Ibig sabihin kung binusisi ng Governance Commission for Government-Owned or -Controlled Corporations (GCG) ang joint venture ng IBC at Digital 8, maaaring nagsumite ito ng rekomendasyon kay Pangulong Ferdinand āBongbongā Marcos Jr.
Kung ang PCSO ay nasa ilalim ng Office of the President, possible kayang ang kautusan para ipagkaloob ang kontrata sa tambalang IBC at Digital 8 ay may basbas ni Marcos Jr? ITUTULOY
