NANAWAGAN si Cagayan de Oro City 2nd District Rep. Rufus Rodriguez kay Philippine Charity Sweepstakes Office (PCSO) general manager Mel Robles na magbitiw dahil sa pagkabigo niyang protektahan ang mga kabataan, lalo na ang mga bata, mula sa e-lotto o online lotto project ng ahensya.
“E-lotto is not fully secured. The PCSO launched it without enough safeguards. It is accessible to anyone, even to young children whose welfare might be affected,” ayon kay Rodriguez.
Ibinukas ng e-lotto ang pagsusugal sa mga menor-de-edad na may mobile phones, computers at iba pang kahalintulad na gadgets.
“It exposes them to the evils of gambling and erodes moral values,” anang kongresista.
Inendorso ng House Committee on Games and Amusement na pinamumunuan ni Cavite Rep. Antonio Ferrer ang isang panukalang batas na nagbabawal sa online lotto.
Si Rodriguez ang principal author ng House Bill No. 9282 habang sina Representatives Augustina Dominique Pancho ng Bulacan at Gus Tambunting ng Parañaque ang nagsilbing mga co-author
Layunin nitong magpatupad ng ban sa “online placing of bets through mobile phones, laptops, tablets, personal computers, and other similar gadgets for all lotto games.”
Sa kabila nang pagpasa sa HB9282 sa komite, sinuway ito ni Robles nang ituloy pa rin ang implementasyon ng E-lotto test run.
Iginiit ni Rodriguez na sa paglulunsad ng online lotto, binalewala ng PCSO ang mga rekomendasyon ng Office of the Government Corporate Counsel (OGCC), kasama ang requirement na kailangan humingi muna ang ahensya ng basbas mula sa Office of the President.
Binigyan diin niya na inirekomenda ng OGCC na limitahan ang e-lotto test run sa anim na buwan sa halip na isang taon at ang 14 porsiyentong komisyon mula sa e-lotto sales ng service provider ay hindi dapat bayaran sa panahon ng test run.
“Robles likewise has not secured approval of the E-lotto From President Marcos. I believe that the President will not allow this online lotto because this will be very detrimental to our children and the Filipino youth!”, ani Rodriguez.
“The PCSO ignored the three OGCC recommendations and they must face legal sanctions accordingly,” dagdag niya
Dapat aniya ay pagtuunan ng pansin ng PCSO ang pangunahing mandato na pagkakawanggawa gamit ang kita mula sa “traditional revenue-raising projects” sa halip na magsulong ng iba’t ibang uri ng sugal.
“We have enough gambling in our country, legal and illegal. We should not add to it because gambling destroys our values, including the value of hard work, endangers the welfare of children and ruins the lives of many people,” sabi ni Rodriguez.
Matatandaan naging kontrobersyal ang PCSO nitong mga nakaraang araw matapos pagdudahan ng mga mamamayan ang mga umano’y nanalo sa lotto, partikular ang winner sa mahigit kalahating bilyong pisong jackpot kamakailan. (ROSE NOVENARIO)
