MAGKASABAY na inianunsyo ng Malakanyang at ng National Democratic Front of the Philippines (NDFP) ang posibleng pagbuhay sa pormal na negosasyong pangkapayapaan ,matapos aprobahan ang isang Joint Communique na nilagdaan makaraang ang anim na taon mula ibasura ni dating Pangulong Rodrigo Duterte ang peace talks.

“The government and the National Democratic Front of the Philippines have signed a joint communique agreeing to “a principled and peaceful resolution in ending the armed conflict,” sabi ni Presidential Adviser on Peace, Reconciliation and Unity Carlito Galvez Jr. sa press briefing sa Malakanyang kanina.

Nilagdaan sa Oslo, Norway noong Nobyembre 23 ang communique

na ayon sa magkabilang panig ay bunga ng ginanap na serye ng informal discussions sa The Netherlands at Norway simula noong 2022 ng kanilang mga emisaryo.

Nakasaad sa communique na ang mga talakayan ay bunsod ng inisyatiba ni dating Armed Forces of the Philippines Chief of Staff Emmanuel Bautista na personal na kinausap ni noo’y NDFP chief political Consultant Jose Maria Sison.

Ang diskusyon ng dalawang panig ay pinamahalaan ng Royal Norwegian Government (RNG).

“Cognizant of the serious socioeconomic and environmental issues, and the foreign security threats facing the country, the parties recognize the need to unite as a nation in order to urgently address these challenges and resolve the reasons for the armed conflict,” ayon sa Communique. said.

Nakasaad sa dokumento na ang magkabilang panig ay nagkasundo para sa isang “principled and peaceful resolution” ng halos 55-taon armadong tunggalian.

“The parties acknowledge the deep-rooted socioeconomic and political grievances and agree to come up with a framework that sets the priorities for the peace negotiation with the aim of achieving the relevant socioeconomic and political reforms towards a just and lasting peace. Such framework, that will set the parameters for the final peace agreement, shall be agreed upon by both parties” ayon sa Communique.

“Consequently, we envision and look forward to a country where a united people can live in peace and prosperity,”dagdag nito.

Pinirmahan ang communique nina Special Assistant to the President Sec. Antonio Ernesto Lagdameo Jr. bilang kinatawan ng GRP at ni NDFP National Executive Council member Luis Jalandoni.

Nagsilbing saksi sina Galvez at Bautista para sa gobyerno ng Pilipinas.

Habang sina NDFP Negotiating Panel interim chairperson Julieta de Lima at member Coni Ledesma naman ang naging testigo para sa NDFP.

Lumagda naman si RNG Special Envoy Kristina Lie Revheim bilang saksi.

Dumalo sa signing ceremony si Norwegian foreign minister Espen Barth Eide na ginanap sa Oslo City Hall.

Tiniyak ni Eide ang patuloy na komitment ng RNG na maging Third Party Facilitator sa mga negosasyon.

“Both sides have affirmed their sincere desire to achieve national reconciliation and unity under the Marcos administration, agreeing to resolve and further address socioeconomic and political issues towards achieving a peaceful end to the armed conflict and armed struggle of the CPP-NPA-NDFP,” ani Galvez

“The Philippine government and the country’s communist rebels have agreed to restart peace negotiations after a six-year hiatus, with the aim of ending decades of armed strife,” ayon sa kalatas ng RNG Ministry of Foreign Affairs.

“I would like to congratulate the government of the Philippines and the communist movement NDFP on their decision to start formal peace negotiations. This is an important and timely step towards securing lasting peace in the Philippines,” sabi ni Eide.

Sa kanyang mensahe, iginiit ni Jalandoni na laging bukas at nais ng NDFP na makipagnegosasyon sa GRP lalo na’t ito’y magsisilbi sa interes at benepisyo ng sambayanang Pilipino.

“We shall earnestly pursue the substantive agenda that will provide concrete benefits for the people, keeping in mind always that the roots of the armed conflict must be resolved,” ani Jalandoni.

Makikipagtulungan aniya ang NDFP na alisin ang mga balakid sa mga layunin ng peace talks.

Para kay NDFP peace negotiator Asterio Palima na kahit nag-isyu si Pangulong Ferdinand Marcos Jr. ng Proclamation 404 na nagbibigay ng amnesty sa NDFP, Communist Party of the Philippines, New People’s Army at iba pang mga grupo, ang naturang programa ay dapat maging resulta ng “negotiated peace based on justice and addressing the roots of the civil war.” (Rose Novenario /may kasamang ulat mula sa kodao.org)
