NAGSAMPA si dating Senador Antonio F. Trillanes IV, nitong Miyerkules, ng ikalawang kasong plunder sa Department of Justice, laban kina dating Pangulong Rodrigo Duterte at Senador Bong Go, kasama sina dating DND USec Raymundo Elefante, DBM USec. Lloyd Christopher Lao, dating Philippine Navy (PN) chief Admiral Robert Empedrad at iba pang pribadong indibidwal na sangkot sa maanomalyang pagpapatupad ng Php16 bilyong Philippine Navy Frigate Acquisition Project.
“The complaint filed today was based on the information gathered from the investigation conducted by the Senate in 2018, as well as testimonies from officials privy to the manipulation done by Duterte and Bong Go to favor a private contractor,” ayon kay Trillanes.
Magugunitang sinimulan ng administrasyong Aquino ang pagbili ng dalawang makabagong frigate para sa Navy.
Matapos ang mahabang proseso ng bidding, nilagdaan ang kontrata bago pa man maupo ang administrasyong Duterte.
Gayunman, nagsimula ang kontrobersya nang kinuwestiyon ng mga matataas na opisyal ng PN ang panukala ng kontratista na baguhin ang mga tatak ng ilang kagamitan, partikular ang Combat Management System (CMS), na ilalagay sa mga frigates sa mas mababa at, samakatuwid, mas murang mga tatak na labag sa mga tuntunin ng pinirmahang kontrata.
“Then PN Flag-Officer-In-Command Vice Admiral Ronald Mercado demanded that the contractor follow the contract to the letter, which resulted to a stalemate in the implementation. Because of this, the PN officers in-charge of the frigate project were summoned to the office of then SAP Bong Go in Malacañang, where the anomalous contractor’s proposal was presented. After this, then Secretary of National Defense Delfin Lorenzana also sent Vice Admiral Mercado a copy of the same contractor’s proposal with a marginal note saying that it came from Bong Go, and that they should study the same,” paliwanag ni Trillanes.
Hindi pa rin tinanggap ni Vice Admiral Mercado ang mga pagbabago sa kontrata, sa kabila ng mga interbensyon ni Go, na humantong sa pagsibak sa kanya sa puwesto.
Si Admiral Mercado ay pinalitan ni Admiral Empedrad, na agad na inaprobahan ang mga iligal na pagbabago sa kontrata, kaya nagdala ng karagdagang bilyun-bilyong kita sa pribadong kontratista.
Ang interbensyon ni Bong Go ay kinumpirma mismo ng dating Pangulong Duterte sa kanyang 2019 State of the Nation Address, na nagsabing inutusan niya si Go na makialam sa frigate project.
Kinasuhan ni Trillanes ang mga respondent ng paglabag sa Section 2 ng Republic Act No. 7080, na inamyenda ng RA 7659, o mas kilala bilang The Act Defining and Penalizing the crime of Plunder; at Republic Act No. 3019, o mas kilala bilang “The Anti-Graft and Corrupt Practices Act.”
“The frigate acquisition project’s intention was to procure two state-of-the-art warships, but because of the boundless greed of Duterte and Bong Go, our country has been stripped of its opportunity to drastically enhance our national security capability. Para kang umorder ng Mercedez Benz na sasakyan pero ang dineliver ay Mercedez Benz na kaha lang pero ang makina na nilagay ay pang-owner na jeep,” giit ng dating senador. (ROSE NOVENARIO)
