PALIHIM na nilagdaan ni University of the Philippines (UP) President Angelo Jimenez at mga kinatawan ng militar ang UP-Armed Forces of the Philippines (AFP) Declaration of Cooperation.
Isiniwalat ito ng All UP Academic Employees Union (AUPAEU) sa isang pulong balitaan ngayon,14 Agosto.
Anang grupo, itinuloy ni Jimenez ang sekretong pagpirma sa UP-Armed Forces of the Philippines (AFP) Declaration of Cooperation noong 8 Agosto kahit hindi niya isinangguni ito sa iba’t ibang sektor sa unibersidad.
Itinuturing ng unyon ang kasunduan bilang banta sa academic freedom.
“Is this really cooperation or collusion? Is this an issue of scholarship or intelligence work?” sabi ni AUPAEU vice president for faculty Dr. Rommel Rodriguez.
“Is this for the university and people or is this for those who violate human rights,” dagdag niya.
Nagpahayag ng pagkabahala ang ibang kinatawan ng UP sa pakikipagmabutihan ng UP System administration sa militar, gaya nina University Council Committee on University Governance and Administration chairperson Prof. Danilo Arao, College of Arts and Letters Dean Dr. Jimmuel Naval, at ibang representante ng mga estudyante ng science and technology community.
Binigyan katuwiran ng UP ang kasunduan bilang isang “initial framework” para sa mga proyekto sa hinaharap kabilang ang “collaborative research, publications and capacity-building initiatives with the military.”
Nauna rito’y sinabi ng UP na kasama sa mga pangunahing pagtutuunan ng kooperasyon ay ang pagkasa ng research projects, pag-ambag sa Philippine Journal of Public Policy by the UP Center for Integrative and Development Studies (UP CIDS), at pagpapahusay sa pagsumite sa Quarterly Digest ng Office of Strategic Studies and Strategy Management (OSSSM) ng AFP.
Binigyan diin ng AUPAEU na tumanggi ang administrasyong Jimenez na makipagtulungan sa iba’t ibang sektor ng unibersidad sa pagsusulong ng academic freedom, at binalewala ang kahilingan na magbuo ng UP Committee on the Protection and Promotion of Academic Freedom and Human Rights.
“We want this committee formed with the support of constituent universities in UP Diliman, UP Manila, UP Los Banos, UP Cebu and this is also being pushed by the University Council in UP Visayas and UP Mindanao,” ayon kay Rodriguez.
“We wish to emphasize that Jimenez has also refused to unite with the UP community regarding this,” dagdag niya.
Hiniling ng mga tagapagsalita na protektahan ni Jimenez ang “academic freedom and civil liberties” ng mga estudyante, faculty at staff ng UP at mga miyembro ng komunidad kasabay sa pagbasura sa kasunduan.
Hinimok nila si Jimenez na gampanan ang aktibong papel sa pagtatanggol sa UP community members mula sa “red-tagging, vilification and harassment.”
Noon lamang nakaraang linggo ay ni-red-tagged ni Sen. Ronald “Bato” dela Rosa ang mga organisasyon at institusyon ng UP sa kabila ng wala siyang basehan sa akusasyon na nagre-recruit ang mga ito para lumahok sa armadong pakikibaka.
Nanawagan din ang mga tagapagsalita sa iba pang miyembro ng UP community na manindigan para ipagtanggol ang academic freedom at magkaisa sa paghikayat sa UP System administration na bawiin ang lagda sa sa kasunduan sa AFP. (ROSE NOVENARIO)
