NAMAGITAN ang Presidential Communications Office (PCO) sa “girian” sa pagitan ni acting network general manager Analisa Puod at ng Board of Directors ng People’s Television Network Inc. (PTNI) hinggil sa pagtatalaga sa puwesto ng ilang opisyal ng state-owned TV station.
Kinondena ng BOD ang tila walang habas na paglalabas ng Office Orders ni Puod na naglagay sa iba’t ibang posisyon sa ilang opisyal ng state-owned TV station, pati ang kanyang sarili, na hindi isinangguni sa BOD.
“The Undersigned strongly condemns this seemingly arbitrary issuance of Office Orders, causing confusion among the Networks’ employees and personnel. In order to prevent any disruption in service, the current officers occupying the positions subject of the Office Orders are retained in their positions,” ayon sa memorandum ni Ben-Hur Banigued, chairman of the board ng PTNI, kay Puod.
TInukoy sa memorandum ang sinuspindeng Office Orders. Nos. 51-55 na inisyu ni Puod , kabilang ang pagtalaga sa kanyang sarili bilang Officer-In-Charge ng Engineering Division.
“The Undersigned respectfully enjoins the implementation of the aforementioned Office Orders primarily because they were issued without providing prior notice and/or due process to the current incumbents of the respective positions,” sab isa memo.
“Additionally, it has come to the Undersigned’s attention that the individuals appointed to these positions lack the qualifications necessary for holding the Officer-in-Charge positions with these divisions.”
Giit ni Banigued, ang kapangyarihan ng network general manager na magtalaga ng mga tao ay kailangang kompirmahin muna ng BOD bago maipatupad, alinsunod sa Paragraph 6 ng Section 17 ng Implementing Rules and Regulations (IRR) ng Republic Act 10390, ang charter ng PTNI.
“As per communication from Atty. Eugene Henry C. Rodriguez, the Assistant Secretary for Government-Owned and Controlled Corporations, Office Orders Nos. 51-55, which are in the nature of appointments, are recommend for referral to the Board of Directors for proper confirmation before enforcement. Attached herewith is a copy of the letter transmitted by Atty. Rodriguez,” sabi sa memo. (ROSE NOVENARIO)
